EARTH TECH TO SERVE AS LEAD DESIGNER ON $192 MILLION BYPASS PROJECT IN EASTERN NORTH CAROLINA

Company Part of Team Selected to Design, Build New Arterial Route

LONG BEACH, Calif.  (April 6, 2006) – Earth Tech Inc., a business unit of Tyco International Ltd., and a global provider of consulting, engineering and construction services, will serve as the lead designer for a team selected to design and build the US 17 Washington Bypass by the North Carolina Department of Transportation (NCDOT).  The total value of the project is $192 million, the largest ever awarded by the agency.

Earth Tech will serve as lead design firm on the Flatiron Constructors, Inc. and United Contractors, Inc. team.  Earth Tech’s scope of work includes a variety of services, such as roadway and structure design; stream and wetland mitigation design; and two-dimensional tidal flow modeling.  The 6.8 mile-long new location freeway project will expand US 17 from two to four lanes and provide a bypass around the city of Washington, about 125 miles northeast of Raleigh.  US 17 is the only major continuous north-south route east of Interstate 95.

“This project represents an investment in the economic future of North Carolina by increasing mobility and creating opportunities for businesses to grow along this new corridor,” said Bill Webb, executive vice president of Earth Tech’s North American operations.  “Earth Tech’s highway design will help the state realize this vision, while our environmental expertise will mitigate the impact on the surrounding community.”

The Washington Bypass project also includes two interchanges and four bridges, including a challenging design for the “top down” construction of the 2.8-mile-long Tar River Bridge.  The structure will be constructed by customized bridge-building equipment that can drive piles, erect bent caps and girders and pour the deck.  The multipurpose equipment will minimize environmental impact on adjacent wetlands and streamline the construction process.

Earth Tech will begin the design process immediately.  Construction is scheduled to commence in February 2007, with completion in November 2010.
