U.S. NAVY SELECTS EARTH TECH FOR ENVIRONMENTAL PLANNING OF NAVAL FACILITIES

First Task Order Calls for Environmental Impact Study at

Naval Surface Warfare Center in Virginia

LONG BEACH, Calif.  October 8, 2007 – Earth Tech Inc., a business unit of Tyco International Ltd., and a global provider of consulting, engineering and construction services, has been awarded an indefinite delivery/indefinite quantity contract by the U.S. Navy to provide environmental planning services to support Naval Shore Facilities. The contract will extend for three years and has a program ceiling of USD$9 million.

Earth Tech, together with its Virginia-based subcontractor ONYX, a military facilities planner, will provide architectural and engineering services to support the management of Naval Shore Facilities with environmental planning, natural/cultural resources, environmental compliance program requirements and architectural and engineering consultation for facilities projects and operations. Earth Tech’s Alexandria, Virginia, and New York offices will support the contract.

The scope of Earth Tech’s work may include a wide range of activities, including environmental assessments, environmental impact statements, specialized investigations, surveys and studies, earth science, traffic studies, traffic management plans, conformity to the Clean Air Act, community outreach plans, landscape studies, development of electronic files for the Navy data systems and the preparation of associated environmental reports, including National Environmental Policy Act documents.

Earth Tech’s services can be used by any Naval Facility (NAVFAC) within the United States. Primary users will likely be NAVFAC Washington (D.C.) and NAVFAC Norfolk (Virginia) in support of Navy and U.S. Marine facilities along the East Coast.

The first task order under this contract calls for Earth Tech to complete the first phase of an Environmental Impact Study (EIS) that evaluates research, development, testing and evaluation (RDT&E) projects that may be conducted at the Naval Surface Warfare Center in Dahlgren, Virginia, over the next 10 to 15 years. The EIS will focus on the environmental impact from testing guns, projectiles, lasers, electromagnetic research, and chemical/biological agent sensors. The project will begin immediately and is likely to be extended through a complete EIS, which may take up to three years to complete.
