TAMS SELECTED BY GSA TO PREPARE EIS FOR REDEVELOPMENT OF SOUTHEAST FEDERAL CENTER
Earth Tech company to analyze impacts of developing 44-acre riverfront tract in Washington, D.C.
LONG BEACH, Calif. - January 21, 2003 - TAMS, an Earth Tech company, has been selected by the U.S. General Service Administration (GSA) as prime consultant to prepare an environmental impact statement (EIS) for the redevelopment of the Southeast Federal Center (SEFC), one of the largest parcels of unused land in Washington, D.C. The study is expected to be complete in early 2004.
TAMS will assess the impact of three development alternatives on the transportation system, community and economic factors, air quality, hazardous waste sites, cultural resources of the study area and the Anacostia River
Located on the Anacostia River, the SEFC is a 44-acre remnant of the Washington Navy Yard, which was primarily used for ship-building activities and ordnance production. GSA is planning to revitalize this property through a private/public partnership that will add about 5 million square feet of mixed-use development to the area.
"This project is the largest development project currently planned in Washington, D.C. and is the keystone of the District's current Anacostia Waterfront Initiative," said Diane C. Creel, president of Earth Tech. "The project will make a major contribution to the revitalization of Southeast Washington and the Anacostia River waterfront. With this win, in addition to the John F. Kennedy Center for the Performing Arts access improvement project, TAMS/Earth Tech is working on the two highest visibility and most significant urban development projects currently under way in the nation's capital."
A substantial public outreach program is being developed to reach the surrounding low-income community. A public scoping meeting was held Dec. 3, 2002. The type of development proposed, a public/private venture, is new to GSA, which until this project has either acted as the federal government's developer or sold property outright to developers.
The EIS is one step in a multi-layer decision process that will result in a final decision on the development of the property. Other factors being considered include stakeholder input, cost, policy and program objectives and responsibilities.
