EARTH TECH WINS $10 MILLION DESIGN/BUILD PENTAGON CONTRACT

Project is one of very few transportation and security design/build projects in Virginia

LONG BEACH, Calif. - March 12, 2003 - Earth Tech has been selected by the Pentagon Renovation Program to provide a Secure Access Lane (SAL) to the Pentagon's Remote Delivery Facility. Earth Tech is part of the Shirley Pentagon Contractors, LLC group. Work has begun and is to be completed by September 2003.

Earlier this year, Earth Tech was selected as one of three firms for design/build assignments under the Pentagon Renovation Program for Roads, Grounds and Security Projects at the Pentagon Reservation. This contract has a term of five years with anticipated assignments centered heavily on the Pentagon's internal and surrounding transportation networks.

The Remote Delivery Facility (RDF) is a new 250,000-square foot shipping and receiving facility adjoining the Pentagon. The RDF provides a consolidated location to receive thousands of items shopped to the Pentagon each day. The Secure Access Lane will increase truck queuing capacity, and involves modification of the Arlington County Route 27 and Route 244 interchange, which facilitates the secure and dedicated access lane to the Pentagon's RDF.

"The SAL prohibits unauthorized or accidental public access to the RDF, which provides an improved level of security to the Pentagon," said Diane C. Creel, president of Earth Tech. "The RDF's Secure Access Lane is a unique design/build project in that it combines transportation and security elements. Earth Tech is well versed in handling a project of this magnitude and we're proud to contribute our expertise to the Pentagon Renovation Program."

The Pentagon's close proximity to Interstate 395, Route 27 and Route 110 created the need for an alternative to be designed that would increase or maintain the level of service for the thousands of commuters that use these routes daily, increase security and at the same time grant easy and secure access for traffic making deliveries to the Pentagon.

The goals of the $1.2 billion Renovation Program are to bring the Pentagon into compliance with all major building codes, the Americans with Disabilties Act, all fire and life safety codes, to preserve its historical integrity, and to ensure that the 23,000 employees that enter its doors each day have a modern, safe and flexible working environment for the next 50 years.
