EARTH TECH WINS CONNECTICUT WASTEWATER OPERATIONS AND MAINTENANCE CONTRACT

Earth Tech will be responsible for the full-time operation and maintenance services and asset management for the New London systems.

LONG BEACH, Calif. - May 9, 2003 - Earth Tech has been selected by the city of New London, Connecticut to operate and maintain their water and wastewater treatment systems. The $4.4 million contract, which began March 24, is for a 5-year term and includes a potential 5-year renewal.

Earth Tech will be providing water to approximately 14,000 customers with six service reservoirs, a 9.0 mgd water filtration plant, and 120 miles of water main with three storage tanks owned by New London and three reserve tanks owned by Waterford. The water system consists of the terminal reservoir at Lake Konomoc, which provides the bulk of the reservoir system storage.

The 10.0 mgd (design capacity) regional wastewater treatment plant treats wastewater from New London, Waterford, and East Lyme, Connecticut. On average, the plant treats approximately 6,000 customers with almost 80 miles of sewer lines and eight pump stations. It was originally constructed in the 1930s as a primary plant, expanded to a secondary plant, and upgraded twice in the 1990s.

"The New London project is a critical link to both New London and the neighboring cities' capital expansion and upgrade programs," said John Netto, executive vice president of Earth Tech's Infrastructure Management division. "We are pleased we can provide around the clock operations and maintenance that can facilitate the cities' planning, construction, and engineering measures for the systems."

Earth Tech will be responsible for repairs and replacements to the systems as well as providing all necessary services associated with meter reading, billing, collections, and customer service. Earth Tech will also staff 34 full-time employees and 4 part-time positions to meet operational needs.
