EARTH TECH WINS USD $65 MILLION TASK ORDER TO REBUILD IRAQI ARMY BASE

Long Beach Firm Is Prime Contractor on Project

LONG BEACH, Calif., January 28 - Earth Tech Inc., a leading global provider of engineering, construction, water management, environmental and transportation services, has been awarded a USD $65 million task order to rebuild a formerly abandoned Iraqi military base.

The work is part of the first wave of a major new U.S. government effort toward the reconstruction of Iraq and is expected to have a positive impact on national security for the Iraqi people. Upon reconstruction, the base will be used by the new Iraqi Army.

The task order, the largest issued to date under the USD $4 billion Air Force Center for Environmental Excellence (AFCEE) WERC contract, calls for the refurbishment of existing buildings and infrastructure on the base and the construction of new facilities. Earth Tech, which will lead a team including Fluor Corporation, USA Environmental and CSC's DynCorp organization, will also oversee the re-establishment of water supply, wastewater treatment and power services at the base.

The refurbishment of the military base is one of the more visible projects supervised by the Coalition Provisional Authority and is part of the $18.4 billion appropriated by the U.S. Congress in September, 2003.

The rebuilding of this military base has long term implications, according to the director of the Coalition Provisional Authority's Program Management Office .

"Through this project and over 2300 others to follow, tens of thousands of Iraqi people will be employed and trained," retired U.S. Navy admiral David J. Nash said from his office in Baghdad. "This is essential as Iraq improves and sustains its basic infrastructure and quality of life for its people.

"We know that helping Iraqis gain jobs and build industries will have a direct impact on their security and the safety of the American and other coalition forces located here," Nash added.
