EARTH TECH WINS USD$100 MILLION ID/IQ ENVIRONMENTAL RESTORATION CONTRACT WITH NAVY IN PACIFIC REGION

Cost Plus Award Fee Contract is Second CLEAN Contract for Earth Tech

LONG BEACH, Calif. – April 13, 2004 – Earth Tech Inc., a global provider of consulting, engineering and construction services, has been awarded a USD$100 million indefinite delivery/indefinite quantity environmental services contract by the U.S. Navy.

Under the 10-year Comprehensive Long-Term Environmental Action Navy (CLEAN) contract, Earth Tech will support task orders issued by the Naval Facilities Engineering Command, Pacific Division (NAVFAC EFD Pacific) for work primarily on environmental restoration projects. Earth Tech will provide a full range of technical, engineering, and program management services.

These services, which will be performed under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), will help the Navy/Marine Corps complete their cleanup of past hazardous disposal sites at installations in Hawaii, Guam, Japan, Korea, Diego Garcia, Singapore, and other areas in the Pacific and Indian Oceans. The contract may also be used by other government agencies.

This award is Earth Tech's second CLEAN contract with NAVFAC EFD Pacific. Since 1995, Earth Tech has helped NAVFAC EFD Pacific bring more than 50 CLEAN sites successfully through the CERCLA process.

This CLEAN contract begins Earth Tech's third decade of service to the Pacific Division. In addition to environmental services, Earth Tech has provided design and construction services for infrastructure, housing, military facilities, roads, fuel supply systems, and airfield projects throughout the Pacific Region.

Working with Earth Tech as subcontractors on the CLEAN team are two Hawaii-based small businesses, Environet, Inc., a native Hawaiian/veteran-owned small disadvantaged business, and Wil Chee Planning, Inc., a subcontractor of Earth Tech on the previous CLEAN contract and a former protégé under the Navy's Mentor-Protégé program.
