Earth Tech provided the engineering design and facility layout of a municipal solid waste (MSW) landfill site for one-third of the city, serving approximately two million people. The MSW landfill will have the capacity to receive approximately 2,230 cu m of waste per day. The first cell has a minimum design life of two years. This site also includes a construction and demolition (C&D) debris landfill, access roads, and related support structures. Earth Tech was a major subcontractor providing lead engineering services for this design/build project.

Earth Tech's responsibilities included preparing a design quality control plan, engineering design report, construction quality control-quality assurance plan, operations plan, closure/post closure plan, ground water monitoring plan, calculations, design drawings, construction drawings, specifications, equipment list, quantity takeoffs, cost estimates, response to client comments and work packages. During the construction phase, Earth Tech reviewed shop drawings and contractor’s submittals, responded to field RFIs, prepared change orders and provided technical clarifications.

The project objective was to facilitate rapid employment opportunities for local residents via a fast track design/build project consisting of an MSW landfill site with support facilities. Challenges included safety issues, difficult environment, limited communication, cultural differences, politics, obtaining site data in a timely manner, limited materials, local residents with limited knowledge of landfill construction and operation and limited site visits.

Earth Tech met accelerated schedules and controlled costs to complete this design project under budget, while maintaining technical accuracy and quality in services and deliverables. This project had the traditional 30, 60, 90, and 100% design deliverables submitted to the client for review and comment in addition to four work packages released for early procurement and construction. A design/build guidance document with general arrangement drawing was also prepared for subcontracting the design and construction of the support facilities to local subcontractors. The support facilities include a guard house, administration building, material sorting facility for recyclables, and truck maintenance facility. Geotechnical, hydrological, survey, and construction services were also subcontracted out to local firms.
