The Mexican oil refineries - Lazaro Cardenas (Minatitlan, Veracruz), Hector R. Lara Sosa (Cadereyta, Nuevo Leon), Francisco I Madero (Cd. Madero, Tamaulipas) and Miguel Hidalgo (Tula, Hidalgo) - each had serious water pollution problems relating to their wastewater treatment systems. The Tula and Cadereyta facilities also suffered from water scarcity.
Lacking the economical resources to resolve the water pollution problems, Pemex Refinacion turned to private resources to finance the program “Integral Reuse of Treated Water in Refineries”(“Uso Integral del agua en Refinerías”), under BOO (Build-Operate-Own) Scheme.
Earth Tech was selected by PEMEX to provide state of the art treatment facilities, under a design-build-finance-operate delivery approach, for the four oil refineries WWT. For each of the projects Earth Tech, and different equity partners for each case, created the project companies that serves as the financier, designer, builder and operator. Earth Tech’s services also include equipment procurement and commissioning.
This design-build-finance-operate approach has provided a reliable, affordable water source for current and future refinery operations.
Earth Tech’s involvement in the Mexican petroleum industry has helped significantly to reduce water pollution and to conserve fresh water from rivers, dams and wells in the areas surrounding the refineries.
