The Government of the People’s Republic of China required a wastewater treatment plant to protect and enhance the Pear River Delta area in the Guangdong Province. This area is vital to a major agricultural and fishery industry. The Government’s objective is, by 2005, to provide greater environmental protection and to promote sustainable development by treating 70 percent of the city’s wastewater.
As part of this policy, the Central Government supported the first design/build/operate/finance and transfer wastewater treatment plant in China with Tyco/Earth Tech providing project financing.
The Xi Lang Wastewater Treatment Plant provides treatment for the Fang Cun district, one of 10 districts in Guangzhou. It serves a population base of 400,000. The wastewater plant is designed to handle 260,000 m 3 /day and incorporates fine screens, grit removal, aeration with waste activated sludge, secondary clarification, and UV disinfection. Belt filter presses are used to thicken the sludge wastes.
Earth Tech, as part of a joint venture with the Guangzhou Tunnel Development Company, formed the Guangzhou Xilang Wastewater Treatment Co., which provided design, construction management and procurement services for the project. The company is now providing operations services.
The joint venture completed construction of the Xi Lang plant eight months ahead of the original schedule and within the original budget.
